I would like my listings w/o bids to show at the top of the manager template along with auctions with bids. How can I change the settings to do this?

I don't think the answer to your question could be this simple (I've probably misunderstood it) but just in case, here's what I do. I just click on the hourglass column (2nd one in from the left for me) and it puts all my running items at the top (or bottom depending on how many times I click it, it alternates). If this isn't it, hopefully someone else will understand your question and be able to answer it better!

What Malanie said will put all your running auctions at the top (or bottom)but if you want to also put all auctions with bids together at the top do this. Sort them as Melanie suggested and then highlight all of the running auctions and click on the email tab or the bid tab whichever you prefer. This will put all auctions with bids at the top and the rest of your running auctions will be below them sorted by ending date.
