I choose calculated or flat rate under international shipping and go save. Bring up the same listing and the choice "will not ship internationaly" is picked!? I cant get anything to save under the international shipping option!
Any ideas?

Based on the behavior you are describing, it sounds like you are checking one of the bubbles indicating you would like to offer international shipping without selecting any specific international shipping options from the "International Shipping Services" drop-down menu(s).

If you select at least one international shipping service from the "International Shipping Services" drop-down menus in addition to checking one of those bubbles, your international shipping options should save properly.
