Thanks for contributing to our forum. Based on the behavior you described encountering, I suspect that you just have not clicked that is provided to add an international shipping service. Assuming that is the case, this issue should be very easy for you to work around.

Once you have selected either Flat Rate Shipping or Calculated Shipping for international, you should see an “Add International Shipping Service" in the International Shipping Services section below and clicking that link should reveal a drop down menu containing the international shipping services.

If you would like to offer more than one international shipping service, you will just have to click that link again for each additional one you would like to add.
