Well, can't blame him for being frustrated if he's not able to check out, but that's not really an excuse to cancel a transaction. But you need to give him an alternative...

Send an invoice directly from your Paypal account:

Log into PP
Click on the Request Money tab
Ebay Items subtab
You'll need your buyers email addy and item(s) numbers and fill out the form.
(Buyers can also PAY directly thru PP, without an invoice, by clicking Send Money tab, but most are unaware of this feature)

If you have not been paid by day 8-10, you can file an unpaid item dispute.
