I try to create an item from a Template, go to Item->New from template (Ctrl+T),but there is no template?

And where is the mr poster section? I search and only get this area? I would like to use it also but things dont come up on it like they should. Cannot edit, or do desc. need help or more info why isn't there more info on it when they offer it? You download and half doesn't work on it.
