Yeah, avoiding eBay fees by using a low starting bid and high shipping costs is against the Terms of Service. I think it's bad business for several reasons but, ultimately, it's the bidder's responsibility to know what they're bidding on. And as long as people bid on these sorts of auctions they'll never go away.
