EUREKA!
I found the solution in case anyone else runs into this.

You have to go to "My Account" tab, then click on "Update eBay Settings", and at the bottom is "Update Combined Shipping Discounts from eBay". Click that and you get the drop-down choice of profile Mike talked about.

An obscure place to be sure.
