Minimum is just that. Most pay-to-surf/read/etc websites require you to actually request payment to receive it. Basically making it so people actually have to participate in order to be rewarded.

Add-in: I checked this search site and it seems payments are automatic. However, there is reasonable possibility for people to earn much more than the minimum (and it's not very difficult).
