In order to see the section to add inventory items to your new listings you need to either turn on the feature in the Inventory Settings or complete the inventory wizard.

Once the feature has been enabled, underneath the description text on the new listings page you will see a checkbox asking if this is an inventory item. From there you can select one of your inventory items to add to the listing.
