None of my scrolling bars are working

None of my scrolling bars are working.

They are all frozen. I can't move the scroll bar to access all folders in my drop down menu. I can only see the titles inside the box. All my scroll bars are frozen and inoperable--item specs, store categories etc. Is anyone else having this issue?
