Hi, from my experience the only times a buyer cannot leave feedback are :-

1) if they do not respond to an unpaid dispute and it is closed by seller, the seller can leave feedback without retaliation.

2) if an unpaid dispute is raised and the buyer is no longer registered with eBay then it can be closed instantly by the seller. From that point its is as though the auction and the transaction did not exist, neither party can leave feedback.
