Error - The specified Start Price is invalid.

I'm a newbie and have tried a new listing twice now and it won't save. I'm receiving this error:

Ebay listing failed to post for the following reason:
The specified Start Price is invalid.
For a dutch auction(Quantity greater than one), the Starting Price must be at least $0.99Ebay listing failed to post for the following reason:

I've logged out, cleaned my temp files and attempted to start the listing again, but continue to receive the same error.

Please tell me it's something simple I'm NOT doing.
