I just searched the ebay message boards and found this from an ebay employee about the return policy:

Return policy will be required as of late October.

We're working on adding a couple of new fields to Return policy:
(1) a Returns Not Accepted option
(2) Who Pays Return Shipping - Buyer or Seller

These fields will not be available until early September, so please hold off on updating your listings with return policy until then.

Also as of early September, you'll be able to use Bulk Edit to add return policy to active items. Turbolister will also help you add return policy in bulk to your listings.

If what she says is true, then we will still be able to keep our "no returns" policy...woo hoo!
