I always make the buyer buy insurance. If I'm offering free shipping I include the price of postage and insurance into the starting price. If you check PayPal's policies they state that the seller in responsile for getting the item to the buyer safely and undamaged. If the buyer files a PayPal or credit card dispute the seller will lose if the item is damaged or lost in transit even if the buyer was warned and given a choice to purchase insurance.

Make them buy insurance: You make a least 25 cents on it and insulate yourself against loss if something bad happens.
