Buyer in UK says they can't get an international money order?

I don't accept PayPal from international buyers and I'm changing all my listings to my own merchant account because of this.

Anyway, a buyer says she can't get an international money order from anywhere but her bank which charges $18!

I know I've gotten them before from the UK.

It says in my TOS that international is by money order only.

What should I tell her?
