Can't specify return policy in listing anymore?

Didn't the return policy used to be just below sales tax info and above "additional checkout instructions"?

It's disappeared and my listing is failing because of it. How do I get it back in there? I've always had a return and handling policy in all my listings, so I didn't think ebay's new policies would affect me. Guess not...
