Your API error says not only title, but also 'description, violation of ebay policy'. If you're selling handicraft, I almost doubt it's the title. Are you comparing it to a brand name in the title? Are you accepting cash or Western Union transfer as payment? The problem could be just about anything....can't really say without seeing it.
