It's planned, but it depends on your definition of soon. If you mean in the next 12 months then yes. If you mean in the next 2 or 3 probably not.

Bulk relisting and more relisting features have already been planned for and designed. It's just a matter of fitting them in along with the other new code and features that are going in.

I'm not sure why #2 is happening for you, file a support case on that.
