Confused about image hosting sizes and charges.

First let me say I have not received any charges yet, BUT,I've been watching the usage monitor and I have two accounts one at roughly 7mb and my main account which is at 111.40mb. 1GB is actually 1024MB, so why when I DOWNSIZED 6 of my photos I received a message that my action had taken me to the next tier of image hosting and would be reflected on my next billing. My size on the main account is now at 110 mb no where near 1gig so what's up with that. Am I missing something?
