I would try to do a Revise listing on eBay and correct the shipping amount for UK.

Not sure why it failed, but did you run the ERROR CHECK at bottom of lister page before you saved and submitted the listing? If not, try that and see if it gives any errors.

That is a high cost for shipping, but there are definitely items that would qualify for that high a rate. Works of art are an excellent example....crating a large painting, etc. If it's normal and reasonable for the item, it's not a policy violation (at least in my opinion).
