Hi birdsma,

When eBay is running a listing fee sale, such as today's, you should automatically be charged the promotional rate as long as you have fulfilled all of the requirements. If your listings met all of the criteria and are not receiving the promotional rate on your eBay invoice, please contact eBay's customer support department and they should be able to help you out.
