As far as your actual question, I don't know the answer, sorry.
However.....I did one of those surveys too, and it does indeed sound like they are toying with that idea, but also with dealing with a retalitory neg, changing the fact that non payers are able to leave FB just because they responded to the dispute, among other things. But I can't see EBAY leaving FB for anyone, that would have to be up to the seller. Sellers would leave in droves and ebay would end up 'tinkering' themselves into bankruptcy. I don't think it's gonna happen
