Ebay: No seller discount higher than shipping amount

Hi everyone, I just encountered a problem with ebay , and I hope someone in the community is more familiar with it than I am. I was preparing an invoice to send to a buyer, and entered the shipping amount, and then entered the discount amount in the seller discount box. When I hit preview, a window came up saying that the discount amount had to be less than the shipping amount, words to that effect. I tried it 4 times, and the same box came up. On ebay live chat, I was told that ebay does not permit seller discounts in higher amounts than the shipping charge entered! I then asked, what if I lower the price on one item the buyer is purchasing, to reflect the discount. Will the final value fee be based on the new, lower amount, or the original amount of the item. I was told the final value fee is charged the moment the item is clicked, to but it now, and no adjustment is made. Is this true? Was I given the right information? If anyone has given their buyer a discount, how did you do it? I would love to know, and hear what you think. Thanks so much
