I am not sure what eBay was thinking when they made this change. The only non-positive feedback I ever received was from a brand new user who jumped the gun without ever contacting me first to resolve an issue. (Which wasn't an issue to begin with) I, we (every seller) will never see 100% positive feedback if new buyers are able to drop neutral or negative feedbacks on a whim.
