In order to list your items with free shipping only, you should just need to select either "Flat Rate Shipping" or "Calculated Shipping", and then select the appropriate free shipping option for the locations that you are willing to ship to.

If you are using Flat Rate Shipping, you can offer free shipping by selecting the desired shipping option from the domestic and international shipping services menus and entering “0.00” in the “Cost” field.

On the other hand, if you are using Calculated Shipping, you can offer free shipping by selecting the desired shipping option from the domestic and international shipping services menus and then checking the adjacent “This shipping service is free” box.
