From what I can gather you want the advertisement to fill the width of the page. In other words no matter what resolution the prospect buyer/bidder views it at it "fills the page".

Now I have not looked at the HTML nor am I familar with the template.

You want take a look at the size of the table(s) holding the content. *IF* the template has one table as a "container" for everything else then look at that tables width. It should be 100%.

These days CSS (Cascading Style Sheets) are used alot in layouts as they are more flexible and powerful. They also take considerable learning and browsers in some areas interpret things differently even incorrectly. MSIE and FireFox are probably the most compliant.
