Hi, I have the same problem. I'm in USA, when I list my items on Auctiva.com for my eBay store, my optional insurance cost shows exactly the same for US and my international shipping. What I do after listing the items I open the listings on eBay and manually change the insurance cost for Canada, and other countries.
