Well your IE is obviously working well enough for accessing this forum so I would suggest you file a support request and give them as much step by step information you can. It may be that they can tell you how to restore the lost cookie (if that is what's missing).

I can only clutch at straws here but is your token with eBay still valid, if not click on get new token. This information is available on the 'My Account' tab 'eBay account information'.
