I need help understanding insurance

My UPIC settings were on a while ago, but they are off now. When I look at my shipping insurance settings, it says my Current Account Balance is $4.20. What does that mean? Lower on the screen, it says "You've earned $3.10 additional revenue from selling shipping insurance...."

So then, what's the $4.20?

And then I see a sentence "Click here to add funds to your account".

What's that all about?
