Images not uploading, get error message.

I keep getting the following message when I try to upload images...

Sorry! You are not allowed to perform the selected action. Your account standing does not allow this. Please upgrade your account so that we can provide you with smooth transitions within our site.

My account is good for 1gb and I am at .5gb right now...
