listing a pdf file tutorial - "classified format"??

i am so confused...i have written and photographed a 14 page tutorial that i want to list as a 'buy it now' pdf download..i have read all the rules for such and have a question-
what does it mean that it has to be listed in 'classified format?'...

would i be better off or have less hassle if i put the info on a disc and mailed it out, or does that fall under the same restrictions/guidelines?
