sounds like ebay is sending the wrong error message (which i've had same sort of thing happen with other errors with ebay)

one possible - are you using auctiva's checkout? (have it enabled?) if so, you cannot use 'immediate payment required'. eBay currently does not allow immediate payment required when using 3rd party checkout.
