Listings won't Post....API Warning

Hi all.. having a problem listing,

Getting API Warning; Funds from your sales will be unavailable and displayed as 'pending' in your PayPal account for a period of time. Learn more: http://cgi6.ebay.co.uk/ws/eBay...?UserPolicyMessaging "

can anyone confirm or have an idea what thisis? we have contacted both auctiva and ebay and ebay are saying its auctiva and auctiva are saying its ebay... if we try and list on ebay it works, so we believe it to be auctiva..
