Making Text Flash on and off?

Hi, first time here, just wanted to know if anyone knew how to make text flash on and off? For instance, I have a line that offers free shipping and I'd like to highlight it. Also, if I included this kind of feature in my listing, would I have to rewrite the description using all HTML or can I just use "a line"? Any help will be great. Thanks.
