Need Professional HELP with CUSTOM TEMPLATE ASAP.

I am wondering how I put a custom template together. I have a top banner which I created, as well as a background I created, and Icons I've made. I am wondering how I put a border around it all. Is there any software I can use to drag and drop and then does the html for me? I really want this to work I want to make it look professional. Please help a newbie out be greatly appreciated. This is my first time using auctiva and I have no idea how to use it!
