New Postage Rates and Classifications

I'm confused about the new postage classifications and would appreciate anyones assistance. The new First Class Mail rates for Large Envelopes or what USPS is calling Flats, says the maximum thickness is 3/4" and goes on to say "Pieces that are rigid, nonrectangular, or not uniformly thick pay parcel rates". What are "Parcel rates"? Is this the new First Class Package rate or does this mean Parcel Post Rate? So if my mailing piece is a Flat, but is not uniformly thick and is more than 3/4" thick and weights 3 oz, do I pay $1.14, $1.47, or $3.67 for zones 1&2?
