Ebay will NOT help anyone out with this, so it's best to be prepared. It's probably smartest to increase your handling fees to cover the distance until ebay gets their act together about using the new shipping rates in the listings. They haven't done that yet and were supposed to as of 5/3. As pointed out, buyers are only obligated to pay the shipping in the auction, so trying to add more fees after the auction has closed is a big no-no.

You could simply state that buyers will be charged exact postage plus $x.xx handling fees.
