Page/auction design software??

I know auctiva offers lots of templates, but I want to do more of my own choosing. I don't know anything about html. A friend asked if I've tried Photoshop Elements. I haven't. What is the easiest/best web page/auction design software? I may want to make a webpage at a leter date too. I've seen some really nice auctions, but am having trouble moving my pictures where I want them, not where the template wants them. I've tried importing from word, but my pictures don't follow when I transfer from Word to the auctiva template. Suggestions please???
