PLEASE HELP!! BACKGROUND IMAGES

Ok so i've been looking around these forums for about 3 hours and all i can find is references to other threads.

All i want is to have my JPG image as a background and put descriptions etc. over it.
Something to do with HTML which is way over my head.

Please help I'm loosing my hair
