Hi!
I just checked the eBay account you have on file, and it doesn't appear to have a store subscription on eBay. The main issue you may be having is stated in the API error messages you are receiving from eBay:

"Sellers with a feedback score of less than 5 may only post within Australia when using the Fixed Price format. Therefore you must return to Step 4 and choose either “will post to Australia only” or “Local pick up only” in order to sell your item via the Fixed Price format.

Please note that only members registered on eBay.com.au are eligible to use the Fixed Price format with less than 5 feedback"

If you believe you are supposed to have a store subscription, you will have to contact eBay support to find out what is happening with that.
