jj, you don't get the relist for free -- you get a credit to your account if the item sells on the second try. If the item doesn't sell then you'll pay the second listing fee.

It's completely safe to relist through eBay but it's not necessary. It just depends on how badly you want to get that relist credit. And, of course, if you add any extra features (for instance, if you want to schedule your relist) eBay will charge you for those.
