I am sorry to hear about you running into difficulty with the returns area of your listings.
Currently there is a known issue with the Preview page of accounts where, when using Business Policies on eBay and the returns policy calls for "Buyer Pays Return shipping" that the preview page shows "free return shipping". Our engineers are aware of this issue and are currently seeking a solution. The listing should post to eBay appropriately regardless of the display in preview. Should you post such a listing and the policy data does not show on eBay as expected, please file a support case from under the Help tab of the site letting us know the listing in question so we can have a further look into it.
I will update this thread as soon as more information regarding this issue becomes available.
