Based on the behavior you are describing, it sounds like you must have a pop-up blocker enabled on your browser that is preventing the "<HTML>" pop-up window from being displayed. If you disable any pop-up blockers that are enabled on your browser, you should no longer encounter this problem.

The culprit is most likely the default pop-up blocker on your browser, however, browser toolbars such as those offered by Yahoo and Google also come with pop-up blockers that are enabled by default.
