Scheduled time is off by 1 hour PST

I set the scheduled time to begin my auctions at 4:32 PST and 4:37 PST and both were started an hour early! It happened last week also. The internal clock off by one hour! When I tried to compensate last week for one auction, it started that one the time I set and made it start later than I wanted. This is very inconvenient. PLEASE FIX THIS!!!
