I Believe the buyer can leave feedback but if he didn't respond to the IUD, the feedback can be read but doen't count in your feedback rating. If he responded, even to cancel, his feedback will be counted. You can always respond if he leaves negative and I think eBay also includes a note by the feedback stating buyer did not respond to UID.
