Selecting "Will Not Ship International"

Is there a way that when I select "Will Not Ship International (except to locations selected above)" that the locations "above" will be unchecked by default? It's happened to me a couple of times that I forget to scroll back up and uncheck all the countries/regions listed and, although I don't want to ship overseas, they are still able to bid on eBay. Or at least, place the "Ship to Locations" lower on the screen so it comes after "Will Not Ship International (except to locations selected above)"!!
