Still reading it over & noticed it's only for items being listed in the following product categories:

Cell Phones and Smartphones (3312)

AND the items must be listed with Product Details (Pre-filled Item Information). So if you have a cell phone or a DVD player that's not in their pre-filled info database, you're SOL.
