My understanding is when you list on Ebay.com the transaction defaults to US Dollars. Buyers who have Paypal accounts in other currency make payment that is converted from their local currency to US dollars. I don't believe they have to manually do anything, however, I believe paypal does show them what the converted cost will be in the currency they hold their account in. Conversely, when you list on Ebay.UK the transaction defaults to Pound Sterling and the Paypal checkout process defaults to Pound Sterling. When you receive Paypal payments in a currency that you do not hold an account in, your Paypal profile comes into play and you have the option to set your profile to automatically have foreign currency payments converted to US dollar, to block the payment, or have Paypal ask you how to handle the payment.
