Shipping Settings - Noob needs Help

Hi there

I will ship to anywhere with my items and even tho I have scanned the auctiva listing page and made all the correct settings, my auctions still continue to list "United States" as the only location and Not Worldwide. I have to log into ebay for each listing and change it manually.

What am I doing wrong?
How can I fix this problem?

if someone could walk me through this I would really appriceate it
