simple question: how do I use my custom templates?

when I add a new listing and click the "Select Template", in the pop up window I can't find my own custom templates. I'm trying to search templates, but my template doesn't have a ID so I have no idea how to use my own template.

here is one of my template:
Name: ACT_123456
Template ID: N/A
